I think unless you can actually get an adult to accompany you -your stuck...most holiday firms wont allow party's (groups) under the age of 21 or 18 like you say..so this excluded the cheaper options of caravan sites and camping etc.Hotels in the UK tend to be very expensive..You could try contacting some b&b's and the like direct or get a parent to vouch for you and make the booking..in writing perhaps . I cant really suggest anything else . If you really are sensible someone might take the risk. Good luck!

Hmm maybe you could try just going to camp sites like Butlins or Pontins as they are always a laugh and cheap too. Also they have many situated around the country, im sure if you contacted them and they knew you had permission they might be able to help you and suggest what you can do.. Im 18 and went away before with friends and it was great but we were lucky that one of our friends was already 18, anyone have older brother or sister that might want to get away with a partner or friend and they can book it all for you? good luck and hope you find something!!!

Have you tried Youth Hostels. Some can be rented for private groups. Otherwise I suggest you contact the Tourist Information Office where you want to go, they should know what is available.
Maybe take an open-minded, fun, adult couple along with you - they to do their own thing - as official token responsibles.

Maybe references from your school/college/workplace would help.

How cheap? You could go camping in a tent, which will be very cheap or enquire about renting a cottage between the lot of you would be quite cheap. Failing these camp out in your back garden!
