I've tried several apps to convert 700MB+ AVI files to DVD5 format and each of them ends up being too large to fit on a single layer DVD5 disk. You would have to lose video quality to fit it on one DVD. Then I tried Nero Vision, which is part of the Nero Ultra Edition Suite. Nero Vision will convert a 700-750MB AVI to fit perfectly on a DVD.

If you want to convert avi to DVD (mpeg2) and or VCD, that's a complicated process and I suggest you look for software that converts avi accordingly
Otherwise you can use any burning software as long as the *.avi file is <700mb for CD and <4.4gb for DVD.
Some burning software:
Nero
Roxio
etc.

You can use Nero Xpress Vision 2 or higher. But this will take some time for encoding the video (May be upto 2hrs). Any softwares will require that encoding process so you can better use Nero.
