A hindu women wears the bindi as a sign of marital status. They wear it if they are married. In ancient times this bindi was made of the blood of their spouse, which is not so much anymore.
On the flip side, widows are said to wear a black bindi to signify grief.

It's a bindi, and is traditionally worn by married women, and sometimes men. I'm not sure what it is made of exactly, but I believe it's a red powder, although today bindis are made of other things as well, even gems. There are also stick-on ones.
