You can buy duty free in San Juan PR. You won't be able to do so in JFK, but in SJU will definitely work. My family always bring me some liquor from PR that they buy at the duty free shops at the airport, and I live in TX.

It will cost You less to Buy then when You Live San Juan at Their Duty Free.

Probably not. I think Puerto Rico is a US "territory", so the flight would be considered "domestic", like a flight from JFK to LA.

Only international flights involve Duty Free.

No, Puerto Rico falls under U.S. customs. However if you fly to US Virgin Islands, yes you can buy duty free. Although a territory, the USVI does offer duty-free shopping in their territory.
