It depends on a few things. I'll presume for the sake of this question that you meet the financial and other requirements for eligibility for Pell.

If you have been convicted of a drug related offense, you are NOT eligible. Otherwise, you are.

The Pell Grant is based entirely on your EFC, there is no provision in the law to deny it to felons.

So if your income qualifies you to get a Pell grant, then you would get one at any Accredited college or university in the US.
