The Dr. Seuss book is: Mr. Brown Can Moo! Can you? I don't think that has anything to do with "How now, brown cow?" which used to be used for elocution lessons to teach correct vowel pronunciation in those rhyming words. I don't understand the "nursery rhymes" comment included in your question. Were you just looking for a reference? If so, Mother Goose is probably the most well-known.
