The same things you do if you don't receive a W-2:
1. Contact your employer to request a copy.
2. If you still haven't received one by 2/15, contact the IRS for assistance at 1-800-829-1040.
You will need to fill out IRS Form 4852 to use as a substitue.
**Companies are not required to issue form 1099-MISC until you earn non-employee compensation of $600 or more. Check your records to see if you exceeded this number before taking the steps above.

As Ms O. said, if it is your employer, you should get a W-2. You get a 1099 if you are an independent contractor. In either case, ask the company that paid you for the form. If they don't send a 1099, you should have records of what you are paid. You don't actually need the form. forsythia has the right things to do the company won't do what it is supposed to do.

Did you make at least $500 from that employer? If not, then you will not receive a 1099. They will not furnish the income to the IRS, so the responsibility falls entirely on you to report it.
If you should receive one, but you never receive one, then you should fill out a 4598 form and attach that with your return and a letter explaining what happened. On the 4598, you will state what you think the numbers should be, and base your taxes off of that. After that, the IRS will determine what those numbers should be, then send you a refund or a bill if your estimate was far off.

I thought employers provide you with W-2 and banks provide you with 1099's. Either way everyone should of receive the income wage information for tax year 2006 by Jan. 31, 2007. Call the employer and request a duplicate copy, or use your last payroll statement.
