Absolutely! Eating healthy and eating the right portions combined with daily exercise is the BEST and HEALTHIEST way to diet. Just stick with it and you'll do great!

Drink a lot of water and green tea. Keep away from diet sodas.
Don't eat atleast 3 hours before you go to bed. And it's a good idea if you don't eat anytime after 7 since chances are, you'd be inactive for the rest of the night.
Before lifting weights, you should do more cardio ie. running (or try joining your gym's spin class or aerobics class) for atleast half an hour.

Sounds like part of a good plan. Of course, you have to make sure you are burning more calories than you are eating, which brings exercise into the equation. A combination of strength and aerobic training is the best for losing and maintaining a healthy weight.
Note: It's not safe to lose more than 1 to 2 lbs. a week.
Everyone's digestion rate is different. I like to stop eating about 3 hrs. before bed. My digestion is on the slow side, so I'm usually feeling pretty hungry 5 hrs. after the last meal. I usually eat a fruit & nut combo as a snack for my last meal of the day. Suggestion: one cored apple (I prefer Gala, red or yellow delicious), one half cup of red seedless grapes, and a small handfull of walnuts. I like this combo for breakfast after a pear or orange.
Tip: Do not exclude protein from your diet or your body will rob muscle mass from you as a protein source and you want to burn fat to lose weight, not muscle.

possibly but with the no eating after 7 you are leaning toward the crash dieting, My advice is do everything you planned but push your time up, like to 2 hours before you go to bed and if you go to bed at random times try to figure out when your are going to bed that day

yes ofcourse, but instead of doing creash dite have small meals in equal interwell,like after every 4hrs. have 2 or 3 biscuit with tea or milk,etc.
