Like he said, unfortunately Windows ME has to be the worst. I have it on a computer here, as well as windows XP on another computer and there is no comparison. I ALWAYS have trouble with windows ME. Your best bet would be to buy the windows XP upgrade for it and install it. It will solve almost all of your problems.
(I upgraded mine and almost all problems are gone)

Because Win ME blows chunks. Sorry. You really need to upgrade or you will continue to have trouble. It tells you something when Microsoft pulled it off the shelves after only a few months. You need to go to safe mode and run it from there. Hope this helps.

Probably because there is some program on your PC that lock some part of the disk and does not allow to scan it.

Because scandisk needs exclusive access to the system. It can't get that when the full OS is running.
