If you are a member of LiveJournal (it's not a forum, but it's a very populated, active community), I definitely recommend joining the communities "parrot_lovers", "captiveforaging", and "parrot_chow". It's basically the same group of members and all are very helpful, knowledgeable, and friendly; it's just the subject topic that's different in each community. Parrot_lovers is overall parrots in general, captiveforaging is about giving a bird proper mental stimulation by having them "hunt" for their food/treats, and parrot_chow is about providing proper diets in both fun and nutritious ways.

Depends on type of bird you want a forum for. I belong to a awesome Lovebird site at http://www.lovebirdsplus.com/community/index.php

Many there have other types of birds also. There are many outh there google the type and look and see.

Search Yahoo Groups - depending on what type of bird you have they have all types of knowledgeable groups.
They have clicker training - which teaches positive reinforcement to train your birds.
Click Birds - same type of forum'
