and how affective is it on stubborn acne and scarring?

Any reputable chemist, drug store or pharmacy stock them. You may even find it in a beauty counter or the beauty isle. It is mostly known for its antiseptic properties. It's nourishing and moisturizing. Also, it is easily absorbed. But, I cannot comment in its effectiveness to acne or scarring.
What I can tell you however, is that Vitamin E oil is excellent for its beauty and healing properties. Yes, it diminishes scars. I used to burn my right hand/arm whilst taking out baking tins from hot ovens. My scars stayed with me for a very long time until I discovered Vitamin E oil.

Tea tree oil is found at pharmacies and health food stores. Make sure you find "pure". It is very good for drying up acne but will not help with scarring. You may have to dilute it a bit if you find it burns your skin (it depends on your sensitivity). Vitamin E (again "pure") is excellent for scars.

Almost anywhere, drug store or discount store. Also tea tree oil is in a number of medicated shampoos. Be prepared for the smell because it's minty. Also your eyes might be sensitive. Why not try Proactive instead for acne. You can buy it generic in the drug store if money's an issue.

Any health food store will have it.

You can buy a facial cleanser with tea tree in it. The oil by itself is very strong. Or add a few drops of the oil to the cleanser you use.

Tea tree is a great antiseptic.
