You should relax your hair first (if you haven't already)then wait a few weeks(three weeks to four) then color your hair.If you don't wait then your hair will fall out.

Yes, if you color first the relaxer will strip a lot of the color out. I dye my hair black and after I relax it it is always lighter. You should wait at least 2 weeks after you relaxe it to apply a dark color and at least 4 weeks if you are lightening your hair.
There are also some hair colors that you can apply right after relaxing your hair. They have no peroxide and are safe for same day usage. You can find them at any store (Target, Walmart, Sally's, etc.)

All this will be pretty harsh on your hair. Have you though about leaving it curly and controlling frizz with a few iron jobs here and there when you want to go straight? Mixed Chicks products work great for both.
