over dinner is nice. just look at her in the eyes and say " Listen baby, since i met you my life has been changed, you are the first thing i think about in the morning and the last thing i think about before i go to bed. I thought my life was good but you have shown me that it was empty and i want to thank you for that, you are the love of my life and i need to tell you that you mean everything in the world to me... I love you....(then kiss her)

Just say it at home when you are watching a movie together. Just say, "Baby, I love you." Make sure you really feel it before you say it.
