Absolutely. It doesn't matter how good you are, or how well you keep the ten commandments, etc. If you don't place your trust in Jesus Christ and accept him as your personal Lord and Savior, you will not go to heaven. And yes, a repentant murderer will get into heaven before you. If you look at the Crucifixion, where the two theives were killed with Christ, one on either side of him, the one constantly hurled snide remarks at him, but the other one, realized that Christ was sinless, and didn't deserve to die, but that he deserved what he was getting, and asked Christ to forgive him. Immediately Christ told him that he would be with him in paradise with him that very day.
It is faith alone that saves, not good works.

Eph 2:8 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God:
Eph 2:9 Not of works, lest any man should boast.
Remeber it is in your own will to believe or not. Yes a murderer can believe and have faith. If you do not believe in Jesus and have faith in his ability to forgive you of your sin's you will more than likely go to hell. It's not our actions, we do good because our sins have been forgiven not to get them forgiven.

yes and yes the only way for you or anyone else to go to heaven is to believe that Jesus died for you sins and do the other thing you mention as for a murder going tio heaven think about David and Moses they both killed some one and they are going to heaven

it is not for us to decide who goes to heaven, but my money is with the repenting murderer since he acknowledged the presence of God before he died.
