One of my neghbours proved himsel to be not only grumpy but possibly slightly unhinged when he vandalised the trim around my front door at 3am because he didn't like it! I know it was him because i heard him! When i confronted him about it he lied and swore that someone else must be trying to frame him! How do you deal with someone like that?

Call the police and let them handle it, get some security cameras, sit up and wait for him to do something else or get a very large noisy dog! You cant force him to tell the truth but what goes around comes around and he will pay eventually for what he did.

Do not confront him yourself, he may be unhinged, and potentially dangerous. Let the police handle it, or in an apartment situation, tell the manager or landlord, too.
Get a security camera, security lights, make the exterior of your dwelling as safe and vandal-proof as you can. Like cutting down or trimming bushes near windows, getting a convex mirror so you can see around corners, a peep hole in doors. In an apartment, have the manager or landlord do what he will.
Stay away from him! I have been in similar situations, and each confrontation makes it worse, and the situation only escalates. I called the police after I found threatening letters in my mailbox x2. The policeman initially told me he could do nothing, but after I mentioned it was against federal law to do that, and that I lived alone, and was afraid, and read to him the threat in the letter, he went next door, and warned him. I stuck my head out of the door to hear, and so he could see me, and know it was not a coward he was dealling with. I did not cower in the house.
I moved a couple years later. And no more problems.
Get sturdy locks for all of your doors and windows, as you can.

The surest thing to make him accountable would have been to call the police while he was doing this, and then even if he was gone , they would have followed up on it at the time, and liekly found him at fault (and probably drunk?)
As an afterthought now though, the cops have bigger fish to fry and you don't really have any proof. I doubt it will be fruitful to involve them now. Maybe if you live in a small town.

What complicates the situation is that the guy if your neighbor...that's a drag...and worse than a liar, he's a vandal.

I would try to avoid the desire to retaliate,as this will likely only escalate the situation.

You might do the video camera thing, or even install a cheap fake video camera on your premises in a place he can't reach...that should be a deterrent.

Goodluck

Ugh. It is so hard to deal with people like this. You can't tell them anything. Logic is alien to them. They'll deny, deny, deny absolutely everything, even when their denial makes no sense or is impossible.

You have a couple of options, all of which are legitimate, but not all of them are feasible:

-- Move. Pack up your stuff and get the hell out of Dodge. You don't need the stress;

-- Call the police, and tell them everything. Chances are, they'll question him about it and let it go, but at least you'll have your complaint on file. And your nut-job neighbour will know that you don't believe a word that falls out of his face;

-- Catch him in the act with a video camera. If you are really, really serious about getting this guy out of your hair, make sure you have proof that he has some serious problems, and is harrassing you or commiting crimes against you or your property. It's a little hard to deny your face on tape, vandalising someone's front door;

-- See if other people in the neighbourhood have had issues with him, too. Maybe someone out there has proof that he's a looney-tune, but they just haven't come forward with it, yet. I can't imagine you are the only person he's acted this way towards. He sounds so paranoid (he thinks someone tried to frame him for a petty act of vandalism? Oh, puh-leeze.) that he's probably cheesed off several others by now. See what you can find out. Maybe you can all band together and confront him.

Of course, with people who are a little off their rocker, you have to be very careful not to put yourself in any danger. If this guy seems like he could come unhinged at any moment, don't approach him or get in his face about anything -- let the police or a lawyer handle any confrontations.

I certainly don't envy you. I deal with liars and crackpots all the time where I work, and they make you want to pull your hair out. Excuses for everything. Someone's always out to get them. They're a victim. Yikes. Good luck. I hope you can work this out.

First you asked yourself what is a lie ? A lie is a statement made by someone who believes or suspects it to be false,in the expectation that hearers may believe it, also can be a genuine falsehood or a selective truth.
The Bible said we must forgive and your father in heaven will forgive you.
With this definition given I think first I would ask God to forgive him and try to do it myself, I know that I would be really discussed by him but would ignore him with everything in me . Sad to say I have a similar problem were someone stole from me and lie untop of it . It really had me going I was so upset with them and still is upset your question has me thinking am not a forgiving person ? I know I want to for give him but it is hard has he had done it twice this question have me looking into myself . I know I must forgive him you must do the same.

For starters, you already asked this question a few days ago. Second.. how on earth can you know who does something by HEARING them? Did he chant 'I'm Slim Shady' or whatever his name is the whole time? And third... did you ask the property manager or council for permission to decorate your door, since it is outside your suite and actually part of the community property?

If you don't get along with your neighbour, avoid him, and don't put up any more decorations in the hallway!

Call the police! There may be fingerprints. Also, print up a flyer with a photo of the vandelism. Pass out to neighbors and ask them for their assistance in providing any information or keeping their eye out. Even politely knock on your neighbor's door to also hand him a flyer. Treat him as you did all the other neighbor's in asking for his assistance. You may never find out what he did; but after all the comotion of the police and neighbors, he won't dare do it again!

There is not much you can do other than call the police next time you hear him do something like that, or put up a security camera and maybe that will help!

Maybe you could ask if anyone else saw him doing that.... And for the next time when he will do something stupid you could just take a photo or videotape it. Then you can prove that it was him!

Since you don't have a picture of him doing the deed you can't really prove he did it so..... just leave him alone and get to know your nicer neighbors.(Maybe he thinks you did something to or said something bad about him!)
