Well, in some cases maybe you are true. There are some 'bad people' can go to heaven and some 'good people' cannot make it.
I need to highlight you that heaven is not for 'good men', and hell is not for 'bad men', because all of men have sinned and have been away from God, and God, the Owner of heaven, cannot let sin go into heaven. Therefore nobody can go to heaven on his own. Even our goodness is useless, because it is not good enough. The only way is through Jesus Christ, God's only Son who has sacrificed His life to redeem mankind, so that whoever believe in Him can be reunited with His Father and can go to heaven.
Now, it depends to us whether we want to receive His atonement or not. Some 'bad guys' realize their sin and repent, but other 'good guys' feel they are good enough and do not need anybody to help them to heaven. Therefore, those 'bad guys' receive the Grace and the 'good guys' remain in their sin. Which of these two groups do you belong to? If you belong to the second one, good luck and see you. But if you belong to the first, be thankful for His blessing is on you!

Who are we to Choose? I would rather be in a lowly corner of Heaven than in the highest place in hell.
God chooses , none of us are worthy of Heaven. Our best works are filthy rags to the Creator.
I would never question why someone is there, Who knows the mind of God? However I am curious about your list, you might have hit some right on the head.
Can a mother Theresa type go to hell? Yes and can a murderer go to heaven? also yes. Don't judge these people by their works.
The question is are they under the blood of the Christ. Did he take their sins to the cross?
As Jesus said " I pray for the world , not the whole world, but those that thou (the Father) hath given me, I shall not lose one.
Where as the homeless person in an alley may have a place in Heaven close to God and the Pope not

I believe heaven is experiencing the mind in a pure state free of the physical world. I believe this because
1. We can think of things in the world but can only do so for a certain amount of time. So heaven would be theoritically a thought that lasts a prolonged or even infinite amount of time.
2. When I think of the logistics of going from point A to point B, I calculate the distance, how fast that would take, adding various speed bumps along the way, stop signs, etc, All this is done with the mind, by grouping and organizing various things that I know. So heaven would be this thought but free of the various physical things of the world. In other words, the mind would think in the same manner that I thought of my route, but instead of it being motivated by my desire to go from point A to point B, it would be motivated by my desire to maintain heaven. So it would be a self-sufficient entity of existence. And since heaven is synonymous with good, there would logically be some sort of pleasure or bliss experienced with this.
3. Because I am the one that uses my mind, I believe heaven would need to be the mind thinking without me doing the thinking. Otherwise in order to enjoy the quality of heaven, I would need to be two, one to think, and one to enjoy. So if heaven were real, it would be us experiencing the mind free of us using our mind, but with an intelligence or thinker behind us and supporting our existence.

It would all greatly depend on a persons religious beliefs whether or not the really care. I don't believe in "Heavan" or "Hell" so it wouldn't matter much to me.
