First of all, do your homework. Find out what the particular girl you're eyeing is interested in. Find an outing that relates to her interests in some way then utilize that to your advantage. Make her an offer she can't refuse. Girls who love science won't be able to resist a biological exhibit...artsy girls art museums..etc., animal lovers may jump at a chance to go to the zoo with you. As for how to ask her, if you are shy, try being creative. Have flowers delivered to her with a handwritten (by you, not the florist) invitation to an evening of delight and don't forget to include your number. If you can't afford big bucks for flowers..go pick your own and ask a friend to deliver them to her for you. Good Luck!
