When he first met mee, [ barely even knew me ] he was at my house chillin wit my brother and when my brother fell asleep he tried to jump right to 3rd base with me and ran his hand on my inner thigh and I pushed him away. But when we were going out, for 4 years we never even made out!!! We just did pecks and I always had to kiss him, he never kissed me. Why did he do that?

When you rejected him before(very good idea you should never let a boy do this) he thought u never want to go there. He was prob. afraid that you would never want to do it with him and he did not want to rush u.
