It seems to me the only way to do it is through the mail, which means I have to pay for shipping both ways? I also have to worry about if it gets lost? Is there any place I can physically go with passport in hand and two passport photos, they renew it while I wait, I pay them their fees, and then I go on my merry way?

In order for you to do what you want, you would have to go to an Agency (as in Los Angeles, Dallas, San Francisco, etc.)

Here's the problem: they only do expedite, so you have to:

1) Call to make an appointment
2) Be travelling in less than 14 calendar days
3) Have proof of this departure
4) Pay the additional expedite fee ($60)
5) Plus all the other requirements necessary to get a passport

If you are willing and able, 1-877-487-2778 is what you call to make your appointment

I was gonna tell you about the UK places you can go, but then you use the word 'shipping' for postage - a word we don't use here, so I assume you are in the States.
