Para two : In INDIA Airtel will need your photo and application form/ and photo Identity to access your Broadband usage on line. You have to submit it personally at an Airtel outlet.
Dataone no problem checking online.
Other Isp's i don't know.
Para three : If you use Firefox one Add-0n DataFox.0.8
will give the data. for DATAONE only.

I have developed such a software. I developed it for internet cafes near my area, who wanted to charge customers based on the net usage. The first version is out and I am improving on it. I am not sure whether I want to distribute this free. But let me see how it goes in here.
