The green card lottery exists to give people from countries with less immigrants here a chance to come. The idea is that our family based immigration starts to shut those countries out. UK has 'too many' immigrants to qualify. Mexico isn't in it, either.
Personally, I think we should only admit the immigrant and their spouse and minor children, and make anyone else start from scratch. That would free up a lot more visas for people who actually would benefit this country and would be selected as immigrants on their own merits. It would also put us in more control of who comes, rather than have it be based on the desire of ever increasingly distant ripples of family relationship in another country.

History of the Green Card Lottery Program
The diversity visa lottery to win green cards was a program by which a category of immigrants from underrepresented countries and those adversely effected by the Immigration and Nationality Act Amendments of 1965 (P.L. 89-236) were to receive a special immigration benefit. In 1986 the United States Congress attempted to assist recently disadvantaged immigrants with an emphasis on persons from the Irish Isles obtain some special way to immigrate and receive a green card to the United States. The sponsors of the Legislation, (among them prominent Irish-American members of Congress) devised a lottery program that would grant green cards to persons from otherwise underrepresented countries. Since that initial program, changes have been made. The congressionally mandated Diversity Immigrant Visa Program is also known as the Diversity Lottery program or the Green Card Lottery. It is administered on an annual basis by the U.S. Department of State and conducted under the terms of Section 203© of the Immigration and Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 to provide for a new class of immigrants known as “diversity immigrants” (DV immigrants).

This may not be the entire or exact answer to your questions. The reason why the USA Green Card is hard to get or impossible to get for a UK citizen, is mainly to do with an agreement which may exist between both UK and US govs.
It's to stop the Brain Drain from UK to USA.
You do not need a Green Card of you arrive via Mexico.
Try that route, everyone else is.

Because you speak English and our most likely Anglo-Saxon and the liberal left here wants more third world slaves who will vote for anyone promising them a better life. English speaking America is struggling to survive. Keep the people ignorant of whats happening and always in need and your have plenty of slaves for the New Global Economical Empire, the New World Order.
