The literal meaning of a toss-up is "cara o cruz" in Spanish. It is used figuratively to mean a dilemma or difficult choice, or also where it really does not matter which solution is best. For example:
"It's a toss-up whether I go out or stay at home tonight"

"Dinner tonight is a toss-up between pizza or hamburgers"
(This can mean EITHER: that you like pizza and hamburgers equally OR that you don't really like either but there is nothing else to choose from)

toss up I think it means you can't really decide on one thing or another like either or. Its a saying we use when we try to explain something like six and half a dozen of the other.

errrmm.. vomit?

My favorite place to check English slang is www.urbandictionary.com .. and there it says that 'toss up' is 'a
a female who trades sex for drugs.' I don't know if that's the definition you're looking for, though.
