yes they have a penis, it is retracted into the body to keep it debris free, and so it doesnt get injured. Cats have specialized penis's. They are in fact, barbed, it is the way that they can stimulate a female to drop her eggs. When a female cat goes into heat the cycle isnt complete enough with hormones. She will need to be stimulated by pain to drop her eggs. When the male enters the barbs stick making it very painful, hence why cats bite each other during mating, and why there mating takes so long and so many times. So your answer is yes, most males of the animal kingdom have some type of penis, but some do not, though cats do. As to the first answer, nuetering a cat is not a surgery to cut off the penis. Nuetering either takes the testicles (the organ that makes sperm) from the body, or the cutting of veins and vessicles that bring the sperm to the penis.

Yes, if you check out a book on cats you'll find WHY they catterwhall duing mating: The tom's penis has "barbs". Kind of like mating with a cactus....OUCH

Yes-on rare occasions they can be seen washing them. But cats are severely under-endowed (unlike dogs).

I believe that is the definition of a male animal - one who has a penis. DUH!
Just because it doesn't hang out like a horse or human or dog, doesn't mean it's not there. Male whale's have a penis, you just don't see them hanging out (it's not very hydrodynamic, LOL!!)
