It is true that most of govt. officers are thugs or pimps willing to do any thing for money. Thay are not to help people but help themselves because they pay bribes and offer women to politicians for lucrative postings. Therefore there is a unholy nexus of these thugs.
If you have guts you can file a complaint with the Lokayukta or Anti Corruption Bureau in police. But there also you may have thugs and therefore be careful. In Lokayukta's office they will ask if you know him and in ACB they may tip off the concerened officer.

Contact officials of the Anti Corruption Bureau of Police Department. They will make a trap and arrest him red handed while accepting bride.
He can be prosecuted under Prevention of Corruption Act 1947. Central Bureau of Investigation and Central Vigilance Commission take up the cases of Central/Union Government employees.

depending on what state you are from.
under federal law. a state officer is in no way to bribe or co-erce another individual without just cause.
if this has happened you need to get some document or even tape record the conversation. and take it to a federal judge. in your state. and let the judge and the courts handle it.
you will be required to fill out a statement and sign it. then i doubt if you will ever have to go to court.
then i would seek an ttorney and place a peace bond on him. then he will not be able to come within 50 feet of you.

Go to the internal affairs/inspector general of that agency or go to the local or state police. You may even be able to go to the Feds. Tell them what happened and offer to "wear a wire" to catch this person. That way you are safe and the person threatening you gets to go to jail.

I would go directly to your state Governor and let him know exactly what's going on. Besides, there is no law against NOT bribing someone! You can NOT be prosecuted for something you do NOT do!
