He may still have feeling for you. You said you moved away and that is what broke the two of you up. They say that the heart grows fonder when a person moves away but after awhile it gets rather boring. If I were you I would confront him and tell him you will not go out with him when this other girl is still in the picture. It is not fair to her or to you.

because he wants to see you and see what you look like after 9months. to see if he is doing better or worse with his new girlfriend... plus he might still care about you and thinks since you are moving back, it might work... long distant relationships are hard and maybe he hasnt let go... sounds like you two still talk? have you not let go either? just think about the break up? was it a bad break up, an agreement or a good one? his fault or your fault.... now which ever it is then base your decision on going to eat dinner with him... You should go. It's not like there is any kind of love there - and if there is, don't allow him to cheat with you. This is a dinner with an old friend, not a date. Make sure his gf knows, and that she's okay with it. If you can.

If he's only dating, maybe he wants to have dinner with you to test how he feels about you? If he's not ready to move on yet, maybe he'll find out at this dinner. And maybe he'll find out that he's over you... Either way, after the dinner he'll know clearly how he feels about you.
Will you know how you feel about him? My suggestion is to use the evening to talk out your breakup and find out where you stand now, so that there's no ambiguity at the end of the night.

Why not go and see what is up. His girlfriend isn't your problem it is his. Just be careful about falling for him all over again if he is attached. Maybe he misses your company and just wants to hang out.
