In the US The Jockey Club has all the racing records and papers for all horses registered to race in the country.
If the horse has been raced he will have a tattoo on his upper lip. One letter followed by numbers.
If you get the tattoo the Jockey Club can trace the horse from the tattoo number. They charge for it but you can find out everything from that number on the lip.

If you live in the UK and your horse is Thoroughbred, you can check with Wetherbys. If your horse or pony is not TB and is a Mountain and Moorland Pony you can check his breeding with the relevant Breed Society who may be able to help you. He may be registered with another Society, e.g. The British Show Horse Association, the British Palomino Association or the Coloured Horse and Pony Society. If you mean breeding or racing papers, check with the association the horse is registered with. For instance, with dogs, you'd be checking (likely) the American Kennel Club.
I don't know if you mean breed papers or racing papers or what, but they have to be registered somewhere. Find out what association it is that you want to know about and contact them.

Depends on where the horse is registered. If the horse is a thoroughbred and in the US, the horse has a lip tattoo. You can get the tattoo researched here: https://www.tjcis.com/order_reports.asp?tattoo=Y
