That is because he is dominant. You are letting that puppy boss you around.
You are going to have to get mean for a while to establish dominance. If he bites you, stick your finger down his throat (like gagging him) Animals hate that and will usually not bite after one or two tries (will associate finger in the mouth with that uncomfortable taste/feeling). Works on dogs, cats, ferrets, foxes, raccoons, etc. If he barks, hold his mouth shut and say no.
If he growls at you, yell at him and give HIM a mean face (direct stare in the eye). If you are way below him on the totem pole (he is #1, you are #10), he will try to attack you (then go back to step one- finger down throat) If that doesn't work. Scruff him (he is small enough to do so yet) put him in a "time out" room- closet, crate, etc with no toys and then ignore him for 20 min or so. Let him out and if he starts growling again, put him back in there.

Most likely you are also afraid of him now and he knows it. What my mentality is- never be afraid of something you can easily drop kick (not that you would actually do so, but thinking you can will give a better confidence pose/behavior to the dog)

First of all, never ever hit a dog. It will only make the situation worse. He will also become afraid of you. He is a Chi pup. They are small and bones are very fragile.

When he bites...just wrap yourhand around his snout and firmly tell him NO. Then put his little butt down or put him in a carrier for a little while.

Remeber, he is just a puppy. He doesnt know these things yet. It will take time and patience. But he will eventually figure it all out. Chi's are very affectionate and bond to one person usually.

Goodluck dear!

Two things about dogs: you must establish who the boss is, and you will have far better results with a reward system rather than a punishment system. Don't be afraid to firmly tell your dog "no" when he is misbehaving. Take your hand away, gently put your hand around his muzzle to close his mouth, and firmly tell him no. Puppies require unrelenting consistency - don't give up and don't ever let him "play" at biting your hand. When he finally gets the message, lavish him with praise and affection and, if possible, a little treat. He'll catch on, but be consistent!

I know it might seem harsh but you have to slap him on the nose hard and point at him and yell no that is the only way he will listen other wise he will attack somebody and draw blood bad. I had to train a dog once like that and he listen. so do this EVERY time he bites you and other people he only needs the disapline from you other wise he will get confused and mad and really bite he will think its A game if you dont slap him hard on the nose.
Hope you follow my instructions.

Unfortunately many chihuahua's have unstable temperments and it sounds like yours is one of them. I recommend that you NEVER EVER EVER hit a dog or grab their muzzle - this will make the aggression escalate. You need to enlist the help of a veterinary certified behaviorist or an animal trainer that has experience dealing with aggression. Your puppy is on his way to being a nightmare dog. 95% of the Chihuahua's we see at our vet clinic are nasty little biters. Get help for yours now so he isn't one of them.

It's up to you to teach bite inhibition. "Yelp" ,fold your arms and turn your back to your dog whenever he bites hands etc. Show him NO attention.Redirect him to a chew toy. You must be persistent and consistant. He will eventually learn what is and isn't acceptable behavior.

He's just practicing using his jaws. He'll grow out of it before he's a year old.
