Is Mandurah a suburb of Perth?

I know it is in Western Australia, but it's not a suburb of Perth.

Mandurah is about 50km south of Perth, and it never used to be a suburb of Perth. The suburbs have been expanding in that direction though, and rail track is being laid to connect Mandurah to Perth via suburban trains.
