I must write an official letter of complain to FBI and The National Collar Crime Center will be about scam/fraud activity.I became fraud victim and somehow I must explain this in an Official English language.I am sorry but my first language is not English and that's why I really need your help,guys! I can communicate with you through Yahoo!Messenger or MSN Messenger right now (I am online) to explain briefly what is the situation and with your help to write this small letter which I will send to the Agencies from above.I really want to catch as faster as I can the person who got from me almost 1000.00US$ and the Authorities to take care of him.

Don't worry about it - obviously, you can communicate in English. It's not perfect, but you're clearly understandable. That's more than good enough.
Just write the letter yourself and explain the situation as clearly as possible. The authorities don't care about the grammar, they care about the fraud you're reporting.
