because if they walk in a straight way, their back and front paws hit each other when they are walking but if they walk at an angle they don't

It's because you have them on a leash. They pull on the leash and the collar pulls their head back, causing them to walk at an angle.

When my dog walks alot on her leash and then I let her run around without it, she still walks at an angle for a little while I think because she is used to walking this way.

That is called sidewinding in the dog show world. Sometimes it is only because they are pulling on a lead and other times it is actually their construction. It can be caused by being to long in body, or to short in body. It has to do with where the dog can place his feet when in motion if it is occurring during a natural free gait that isn't changed by behavior or a lead etc.

i have seen alot of small dogs do that, sometimes it looks rather funny.looks like their rear legs are trying to pass their front legs. i dont know why it happens but i have never seen a dog that was in pain because of it.
