RESPONSIBLE breeders will not only NOT breed on each heat, they will only breed the dog when there is an extremely good reason: like to breed their CHAMPION dog to another extremely good CHAMPION dog who will complement any faults she has. And only to add something to the breed itself, never for monetary gain. Most of the best breeders I know will only breed a female 3 times maximum in her life. Anything else borders on commercial breeder to me, and anyone breeding on every heat cycle is no better than a scumbag puppymiller!
Size of dog is no difference. How would you like to have babies every time you had your period??? It would suck if you ask me!

The more your dog is bred the less healthy she will become. An unhealthy dog does not have healthy pups.
A good breeder will not put their dogs health at risk. They breed only during the third or 4th heat cycle and every other year after that until the dog is 6 or 7 years of age and then have them spayed.

You should not breed a dog everytime they are in heat. You will end up with a very unhealthy female and the pups will suffer for it.
Once a year is plenty and most will tell you to give her a complete year off every couple of years. Make sure she is well looked after by a vet and that she is fed puppy food while nursing her pups.
The breeder of our current dog has been breeding every time the dog came in to heat claiming the vet told him it was okay. Since this backyard breeder is local I have been keeping track of the pups and each generation since & including my dog's litter, has been having problems both physical (skin conditions) and behavourial. And, each litter starting with ours, there has been at least one pup with a weird genetic makeup (colouring all wrong for the breed).

We are talking about any dog! First you have to make sure your dog is at least 2 years old before you even consider breeding her. Then there are certifications to get to clear her hips, eyes, thyroid, and heart. This is expensive!
If your dogs is found to be sound and has cleared all the certifications you have to look for a male with the same clearneces your female has. Then really think about if it is worth your time and money to breed her. Having a litter is not cheep. It involves alot of your time and a good chunk of money to make sure the pups are healthy.
Unless your going to better the breed then you should not breed your female at all.

Any size of dog should NEVER be bred every heat.
It is not healthy for humans to have one baby per year and dogs need a break between breedings for their bodies to come back to a full healthy weight and regain some of the nutrition lost durring gestation and nursing pups. That is hard on a dogs body.
So yes it is bad for dogs to have two litters per year. it can be done but not by good breeders only by those who are money makers.

It is cruel to breed a dog twice a year.Yes they do need rest to keep there health.Especially if they are small. If you are doing it for money it makes it even worse.Small dogs really shouldn't be bred but once every other year. And if you were a good breeder you would be more concerned with the parent/puppy health than a little more money.

To be a responsible person you would have your dog spayed. If you want to breed her and she is a pure bred dog you should only breed 1 time every two years. That way her body has time to heal.
