Since you're asking this question in the "Air Travel" category, I assume you are asking if you can do this on a plane. The answer is most likely not. Airplane meals are prepared in advance in quantity, and normally don't allow special orders. If bacon is included as part of the one of the standard meals, a flight attendant might be willing to combine if there were enough available and time allowed. Usually the only "bacon" served on planes, however, is pre-processed protein bits for salad topping--which probably come close to being vegetarian anyway.

The customer is always right, I am sure you can do whatever you like (so long as it is not a strict Muslim country). In many countries people ordering vegetarian food have to contend with chefs who think it is fine to pick the meat out!
However, possibly best way to avoid confusion is to order the veggie meal and order the bacon on the side.

If you're a vegetarian, then it isn't fine. If you aren't, then it's okay if the place you're eating at has it (if you're at a vegetarian's restaurant, don't offend them by asking).
