My bathroom is above my kitchen. I want to install those inset halogen spotlights. Do I have to take up the bathroom floor to put them in, and can I do it myself easily or should an electrician do it?

no you don't have to take it up. You can do it yourself but please be careful, if you touch a live wire in a house the jolt will hold on to you. You really should hire someone.

I am an electrician. If there are already lights in the ceiling this is a very easy job should take a pro less than 1 hour and do no damage to the floor or ceiling. If there are no light already in the ceiling you may have to damage the where the wall and ceiling meet but just above the switch. If someone comes in and says they need to open a bunch of holes in your ceiling and floor DO NOT HIRE THEM THEY HAVE NO IDEA WHAT THEY ARE DOING.

Wiring is not a hobby for a pro this is a very easy quick job. If you do it yourself you could burn your house down . Just hire a licensed electrician. Should be less then $300 including the lights. You could spend a whole weekend and do a crappy job. Your weekend and piece of mind that it is done safely is worth more than $300.

It depends on what type of ceiling you have, where and how many lights you want to install.

You may find that you can drill holes in the ceiling where you want the spotlights to go and thread the cable into place from one hole to the next.

If there are joists in the way you'll either have to take down the ceiling or lift the floor in the bathroom so you can drill holes or cut grooves in the joists to pass the cable through.

The joists will run in the opposite direction to the floorboards in the bathroom and will be about 450mm (18 inches) apart.

It's an easy enough job to do provided you're confident about wiring the lights correctly. If in doubt then get a qualified tradesperson in.

You shouldn't have to. I've just replaced the eyeball downlighters in my kitchen with halogens, and the fittings lock themselves in place as you push them up into the ceiling cavity. The transformers and other wiring just sit beside the fitting inside the ceiling cavity. It just depends which type of fittings you get, but I think most will pop in from underneath like mine - it's very easy if the wiring is in place.

Yes, because that is where your wiring for these lights will be hidden and transformer.
