By annoying you mean what? First off communications, have to talk and calmly tell them what is annoying. If situation persist then either deputy or home owners association. If they are not breaking the law there really is little you can do except to ask they stop. If you try to force them to behave to your expectation it will only lead to more aggressive behavior.

If he has a garden: bury some eggs. Just put a small layer of sand on top of them. After some time they will start to smell horribly and he won't know where the smell comes from.

Ask them if they want to come over for a spaghetti dinner. They will probably say no, but feel too embarrassed to be annoying anymore. Make friends, that's what I did.

you have infinite options.
but what I personally would is either ignore them or every time they do that annoys you. close your eye walk into their door in your mind knock the door that how this action of theirs is p*** you off every time they do it.
I know I know , you don't have to do it but it works

..here's wat i think u should do,. first, try a polite conversation explaining what exactly is bothering you and ask if any compromise can be reached,. try this 2 or 3 times. if it still doesnt work go ahead and call the cops, you have the rights to,as an honest tax paying citizen !! good luck!
