Right click an image, then go to format picture. Near to the bottom where it say's automatic,change the automatic to wash out. You can change the amount of contrast you want by changing the tabs. This depends on you. However, a washed out image is the watermark of your document. Hope you enjoy. This is definitely your answer. Trust me!

have you tried acetate it is used in overhead projectors. the easy way to do it is to go into word and type what ever symbols you want to watermark. cover the whole page using what ever you are using
put the acetate into the printer print off put this into your folder to place over photo that you scan in. or save it and use photo shop open an image and once you have finished with the image lift and place it over the image as a skin

in microsoft word...
first go to view-->header & footer
in the header insert the picture you want
adjust size and right click on the picture, from the list pick 'format picture'
then click the 'picture' tab and change color from automatic to watermark

In Ms-word insert footer & header, you can make it large if you want by toggling with the size bars or making the fonts bigger.
In ms-paint use a lighter color like light grey and you can have your image behind to protect your copyright.
In photoshop you can play with the brightness adjustment levels.
