That theory is good when doing cardio. Its because when your doing your workouts on an empty stomach you're body uses your stored energy from what you ate a day before so you actually burn more fat as opposed to just the food you ate say a couple of hours ago.

I've noticed that if I exercise on a full stomach I always get stomach cramps. I think it has something to do with your food not being digested. So, I usually wait about 30 minutes after I eat. But I never have any trouble when I go for a walk on a full stomach.
