Eye puffiness is cause by expanding blood vessels around the eye. cooled teabags help only because the low temperature contracts the blood vessels. Anything relatively cool or cold can help eye puffiness. An ice cube is just as effective.

Yes it does work. I use something a little different though... Prep H. The hemorrhoid cream! It has a vasoconstrictor in it which reduces swelling of tissue. It is a GREAT little tool.
