I Want to start my own institute to teach travel and tourism. Want to know the procedure & rules & regulations for starting the same. What are the government procedures and what is the actual cost which we will land up to.

If you know of any such Institute in some other parts of your country, try and contact them and point out that there will be no dirrect competion with them, they may put you in touch with their lawyer and he/she can guide you.
They may even franchies you.
It may fall under general heading of Hospitality Industry.

You can apply for recognition with Ministry of Tourism,Sansad Marg, NewDelhi 110001.
