I believe this is the accommodating aspect of Buddhism in Thailand where compassion for the tigers outweigh their strict discipline. As long as they do not partake in the eating of the meat, they are alright. And as Spanky said, you do not expect the tigers to turn vegetarian just because they are residing in the temple.
I believe the principles of Buddhism is more far-reaching than just following strict rules. The ability of the Thai monks to adapt to modern times is evident. You can find the information on the web even. So moving with the times is how Buddhism in Thailand keep up with the masses.
The Tiger Temple welcomes visitors to visit and understand the co-relation between the temple and their tigers. Maybe you can pay a visit and learn the answers yourself from the monks directly.

Buddhism is about respecting all lifeforms, the living and nature. Whilst we can control our own human urge not to eat meat, respecting the nature means we also have to respect the tiger as a carnivore and thus feeding their natural meat diet.
Do note that the tigers in the temple are docile though not domesticated and feeding them with cooked meat helped contain the wild side of things.
Nothing wrong for a Buddhist to touch meat, we just dont kill and live in moderation. Not eating meat is also not true, the monks abstained and it would be rude not to accept a meal also.

Well, my wife makes food to give to the monks here in Thailand quite often and they are not necessarily vegetarian.. many of the monks eat pork and chicken and fish etc... so, I think your first assumption is wrong...
As to Tigers, they are meat eaters and I doubt that any Buddhist Monk would force them to be Vegan...

Buddhist Monks can't harm any living.
Buddhist Monks can cook food for feeding animal with dead animal. (Because they weren't harm them)
No rules for Buddhist Monks to be vegetarianism.
Buddhist Monks can't eat some kinds of meat such as... the man meat.
Some Buddhist Monks presented their-self as the vegetarianism, so people should never give them another kind of food.
There are 227 rules for Buddhist Monks. (Some rules are out date because they were settled over 2550 years ago!)

well, I am Thai. Most of monks in Thailand are not vegetarians. about the tigers in Thailand, I believe, some of lay-man will feed them, not a monk.

In fact, all religions are a myth and they are merely a way of life which some people tend to follow and stick to!
