1. Rober E. Lee. Without a doubt, the best military commander and tactician to ever come out of West Point. From the spring of 1862 until the summer of 1863 he ran the Union forces ragged, handing them defeat after defeat while commanding an army that was smaller and less equipped than its foe.
2. Ulysses S. Grant. A fighter first and foremost, his strategy of constantly being on the offensive and keeping at his enemy until he wore them down is exactly what Lincoln needed, and Grant came along at just the right time. If Grant had been made CIC of the Army of the Potomac in 1862, the war may have ended a whole lot sooner.
3. James Ewell Brown (J.E.B.) Stuart. A cavalryman par excellance, he used his cavalry in ways that are still being taught at the US Military Academy at West Point. His "Ride Around the Army of the Potomac" in 1862 was nothing short of brilliance.
4. Thomas J. "Stonewall" Jackson. His renowned infantry was known as "Jackson's Foot Cavalry" because of the speed with which he and his infantry could move from place to place. His strategies in the Valley Campaign literally saved the Confederacy from defeat early in the war. Lee's "right hand man," and deservedly so.
5. John J. Buford. His actions with his small force of Union cavalry during the first day's fighting at Gettysburg saved the Union army from a quick defeat, denying the Confederate forces a clear route into the best ground in the area. His force was shattered, and never regained its former strength.
6. James Longstreet. The doggedness and tenacity of his efforts served Lee well, and he was 100% right when he suggested to Lee that they ought not to fight at Gettysburg. He was also right when he suggested to Lee that a charge at the center of the Union line on the third day was a mistake. Lee should have listened to him.
7. Judson Kilpatrick. The Union Army's chief of cavalry, his forces were slow to learn but quick on the uptake. His defeat of Stuart's cavalry at Brandy Station immediately prior to the Battle of Gettysburg was the beginning of the end of Confederate cavalry dominance, and from that point on the Union cavalry was regarded as a worthy foe.
8. Nathan Bedford Forrest. A raider true to the bone, he did more to disrupt the Union efforts in the west with his small band of raiders than anyone ever could have thought. His tactics are still being taught to students of military history worldwide.
9. Wade Hampton. He was given command of the Confederate Cavalry Corps after the death of J.E.B. Stuart in 1864, and the first thing he did was hand a defeat to the much-vaunted cavalry forces of Phillip Sheridan at the Battle of Trevilian Station. During the remaining time of the war, Hampton never lost an engagement with Union forces.
10. Phillip Sheridan. His defeat of Confederate forces in the Shenandoah Valley in 1864 and the use of "scorched earth" tactics were instrumental in hastening the defeat of the Confederacy. His relentless pursuit of Lee's forces at the instruction of Grant was a major factor in forcing Lee's surrender at Appomatox.
Any student of this time in American history will note the significant omission of a certain Union general regarded by some as one of the greatest generals ever to wear a uniform, but one whom I regard as the first war criminal in the history of the United States military. This general waged warfare upon the unarmed population of the South, causing starvation and deprivation to those who had done nothing to deserve it and were incapable of defending themselves. I consider this man a coward and a criminal, and have therefore chosen not to include William T. Sherman in my list of "best generals."

Well I'll do top 5 Good and top 5 Evil and in History due to the fact that you aren't specific in which "Civil War" and also I feel like brushing up on some history
Good
Alexander the Great- Never lost a battle and brought Western Culture to the civilized world
General Eisenhower- Great President also led up the victory of United States during WW2 D-Day+
General Sherman- Gave the South a run for their money as his army grew as he invaded due to slaves running away to join up
Napoleon Bonaparte - Almost Conquered the world and was French!
William the Conqueror- Established Norman rule over England successfully kicking out the King in Power and changing the Monarchy rule of England Forever
Bad
Hitler- While not Brilliant in his tactics he truly was the bad of the bad
Oliver Cromwell- Caused Tensions between Ireland and England to skyrocket by cutting heads
Saladin- Known for being exceptionally cunning but lost in the end to Richard the Lionheart
General Lee- Joined up and led the south as the most recognized southern commander and Lincoln's first choice beforehand.
Hernan Cortez- By an extremely lucky invasion, managed to conquer the Entire Aztec Empire single handedly.
