i aways have something going on and i think he thinks i dont like him at all witch i do but mostly as a brother or a realy realy good friend.

then suggest when you are available to go to the mall, duh!! is it that complicated. here's an example:

he asks you.

you say you have cheerleading practice (hypothetically of course)
then you say, "But I can go on (insert day here)"

then you go on that day.....

Well first of all I think you should clear things up as to your relationship with Devon. Make sure he understand that you only like him as a friend/brother. Then once the relationship is established, you guys can move on to becoming this brother/sister friendship, other wise he will still have hopes to become your bf.... So good luck

hahahahaha, just go out with him but tell him early on that you only want to be friends, that way he wont get any preconcieved notions. talk to him about it, its the best way to fix this problem
