In recent times, many physicians consider laser surgery one of the best methods of tattoo removal . Today, the Q-switched Nd:Yag, Q-switched Alexandrite and the Q-switched Ruby are among the most frequently used lasers today for the removal of unwanted tattoos. They are all employed in a similar manner. If necessary, a cream to numb the skin can be applied prior to the treatment. Pulses of light from the laser are directed onto the tattoo breaking up the tattoo pigment. Over the next several weeks the body's scavenger cells remove the treated pigmented areas. More then one treatment is usually necessary to remove all of the tattoo.

What is best for removing a tatoo on ethnic skin?
Ethnic skin is safest treated with 1064 wavelength, Skin must be out of the sun, because the sun is actuallya wound on the skin. It reduces the skins ability to repair itself, increasing the risks of complications ( hyper-pigmentation, hypo-pigmentation, keloids and scarring).

Since lasers see color the ideal situation is very light skin and very dark ink. However ethnic skin is sucessfully treated with 1064 wavelength. !064 is best for black, dark blue and other colors that have black mixed in them.
One contraindication is the tendency to form keloids. There is one product on the market that claims to reduce keloids and the tendency to form keloids.
It is also advisable to be treated with a laser that has a very flat beam profile, without hot spots. Some older lasers had Gaussian beam which has more hot spots. Hot spots are just that and increase chances of complications.
On darker skin there is a higher chance of darkening or loss of normal skin color, but it usually repigments itself over time. Another cause is over aggressive laser power during treatment or not waiting enough time between treatments. Ideally we want the skin to have as much ability to repair itself as possible. That why eating healthy helps.
Tattoo removal is really two parts, the laser breaking the ink (part 1) into smaller pieces and the body (part 2) removing the smaller pieces so that
There are many other things that can be done to enhance the body's ability to remove the pieces, which almost nobody does.

Non-trivial regardless, any (real) tattoo removal scheme should work for any kind of skin, I would think. Pigment should be irrelevant.
