No, it is illegal.
There was an incident of a coffee shop that allowed pot smoking in Vancouver. Then the owner was on the news and said they were selling to customers, over 19 only and one joint at a time. The cops raided the place the next day, threw him in jail and charged all his staff. The city took away his business license. But all your friends would have heard about it is the couple of days that it was open and never heard about the jail part of it.

Smoking, selling, and having possession of marijuana in Canada in illegal like it is in the U.S. However, it is widely tolerated. There has been instances of people smoking and walking right past police officers and nothing will happen. People smoke opening in downtown Toronto. Occasionally you might get a slap on the wrist, or a police officer will tell you to put it out. But it is widely tolerated. That is not to say that any other drugs are tolerated, quite the opposite.
There are bars and places where you can smoke and they advertise it...they are illegal also. However, the police will tolerate it until enough people complain or the media decides to make an issue out of it.
I believe it's agreed in most of Canada that although there are negatives to marijuana it's not as bad as smoking cigarettes and drinking. Drunk people can get angry and fight...I haven't heard of too many people being stoned and fighting...too passive. The police have better things to do than arrest someone in their 20s or 30s for smoking a joint...it's not legal, not decriminalized (it was for a small period), but it's very tolerated.

"The cultivation and possession of cannabis is currently illegal in Canada, with exceptions only for medical usage. However, the use of cannabis by the general public is broadly tolerated[1], and a vigorous campaign to legalize cannabis is underway nation-wide."

My American cousin was blown away on her last visit by how open it is -- "There were guys smoking it right at the entrance to the mall! I mean just standing there like it was no big deal!" -- and it certainly isn't a big deal; I walk by people smoking it semi-regularly. (Might be different if I did not live downtown, though; it's not like you smell it when walking past playgrounds.) I imagine any cop taking an interest in it would have to be peeved about something else you were doing as well; even then, I think you'd get a "just put it out, lad(y)."
But no, no bars.
Unless there're illegal after-hours ones I don't know about, which is possible, but not likely; I can't see people going to the trouble for something relatively easy to get. I haven't taken a toke for years, but could still score with one phone call, I _think_.

From what I understand it's legal for medical reasons but you have to have a permit to grow i think. Recreational use or possession is still illegal but I've heard it's not as enforced as in the USA. I think some people tried to open a Amsterdam type coffeeshop but they got shut down. SUCH BS, it needs to be legal!

Obviously most of these people haven't been to BC. It isn't legal.... but the most you get is a slap on the hand for the most part.
As for a weed bar, I doubt it, but you might see someone smoking a jay walking in stanley park or on the way to work.

Only if you have permission from the government for medicinal purposes and then you can only buy government approved marijuana. (You can't go to your neighbourhood drug dealer).
It is smoked almost everywhere but you can be charged for doing so. To sell it will still get you a trafficking charge (criminal record). "Grow-ops" in peoples' basments, etc will get you a criminal record as well.

No ... absolutely not. The only instance where it is legal for someone to smoke marijuana is if they are approved to do so, due to a medical condition. Your friends are bs'ing you.
