You can get them duty free tax free. I think they ship them from Europe somewhere. I can't remember, but I will try and find a website for you, and get back to you..
There is no store that will sell them to you at that price. When I was in highschool, there was a guy who used to steal cartons and sell them at school for $1 per pack. A situation like that would be your only other method.

Come to Michigan and pay $48. I wish I could get smokes for $26 a carton.

There are discount cigarette places, and you could probably find them on your computer based on which city on the east coast you are interested in. If you can actually find some for $2.60 a pack, you will make me regret I gave up smoking.
