If you full-wave-rectify and then filter the 4 V ac, you will have 4 X sqrt(2) V dc or around 5.6 V dc. This is un-regulated and the voltage will change as soon as you try to draw any current.

John S is right, but let's add to his answer. A simple addition to that answer would be a small series resistor from the positive side of the full wave rectifier, and then a 4 volt Zener Diode. You end up with a regulated 4 volt DC power supply. You just have to know the current that you want to draw from the circuit and size the components for that current draw.
