Make sure they're is no distractions to look at in the toilet, being 3, when he turns his head left so will his willy, putting urine everywhere.
Making something for him to aim at is a great idea, though I don't agree with the cheerio or any other food in the toilet. Try a plastic hollow golf ball (childrens toy) at it floats and won't flush down because of the air inside, he can aim to hit it, or wipe the inside of the bowl completely dry and draw a cross with a permanant marker where he should aim. Getting him to clean up his own mess with paper towel or toilet paper then washing his hands is also a good idea.
Make sure you tell him to wee in the toilet and that wee on the floor is 'yucky'. So he's aware you dont like it when he does this. Good on him for his efforts though.

Teach him to clean up his own messes. When my 3 and 5 year old make a mess they know to grab some tissue and clean up after themselves, then wash their hands. However, if he's emptying his whole bladder on the floor, watch him and remind him to aim properly. Also make sure he isn't being distracted, that can lead to bad aiming as well.
My sister told me this one time she was doing her hair in the bathroom, and she asked her son (2) something, he turned to answer her, and peed all over her legs.

I have worked in a daycare for quite sometime and feel your pain about the peeing on the floor, put a penny in the toliet and tell him to aim, make it a game and if he does well reward him with something small each time (candy, or a penny and let him collect them) Good Luck

Is he uncircumcised? Sometimes the stream is deflected by the skin. Teach him to push down toward the bowl to get it in. Make a game by putting a cheerio into the bowl and trying to aim for it. Practice makes perfect.

hi there youre son just hasnt quiet got it yet but at least he is trying ......this is not his fault his nerve endings that are developing in his spine are not finished growing yet that is why he gets up thinking it has to be in there then ....opps it is on the floor ....this will get its self right stay patient with him there is nothing he cando about it ......but when he gets there make a big fuss over him ......a trying time for both you and youre on ..take care xx

Try to give him some inducements like a toffee or lollypop if he does his potty in the rest room.

If he his not real tall, sometimes it hard to reach inside te bowl and aim. Get him a short stool to stand on and teach him not to pull down his pants until he stands on the stool first and finishes and pulls his pants back up so that he will not fall down trying to get up and down from the stool. If he has foreskin, teach him to pull it back to the his urine dosen't spray everywhere

i wouldn't put a cheerio in the bowl per say i would put a ping pong ball in, it floats and every time he gets it, it pops straight back up.
my kids loved it.
