when someone is selling a thing and it says like "100 o.b.o", can I still offer a lower price like 80??
and if the 80 is the highest bid, does it count as a best offer?

or 100 obo means he is "asking at least 100, but if someone else is willing to pay more than 100"

Or best offer means exactly that. If the price is $100 obo, and the best offer is $90, that is the selling price. There may be a reserve, meaning it will not be sold below a certain value, but the best offer could still be higher than the asking as well.

Up to a point. If someone is selling something for $100 o.b.o. (or best offer), and you offer him $80, and he doesn't have any other offers, he might well take it.

However, if you offer him $5, and he has no other offers, he might refuse. O.B.O. is really more "or best acceptable offer". No one's going to give away a $5000 car for a penny, but they might for $4700.

The statement "X obo" means I am asking for X, but if no one wants to offer me X, I'll take the highest bidder (who will obviously only offer something less than X)
