There's nothing wrong with liking someone already in a relationship. You can't really help who you like. You can help how it comes across, though. His flirting shouldn't really be acceptable, though, even if you do like him. Returning it is encouraging it. If he hits on you, and it's obvious enough that he is, just smile politely and tell him that you think he's nice and whatever, but you don't think you both should be acting like that when he has a girlfriend. This will show him you have respect for both him and yourself. After all, it is very low to try to "steal" a guy away from someone else.

There is nothing wrong with liking someone who has a girlfriend, just don't act upon it. And if he truly loves his gf, he probably wouldn't be hitting on you. So, until he is available, keep it somewhat at a distance. If you think you have a shot at it, express your feeling for him and then take it from there. Good luck!

It's not wrong to have a slight crush on a guy if he has a girlfriend.
It's wrong to let yourself be "the other woman" though -- it's starting a relationship based on dishonesty. And if he's going to cheat on her... nothing stops him from doing the same to you. Don't start a relationship with someone who's still tangled up with someone else.
Just put the brakes on things with him, remind him he's a taken man, and to get his act together and be respectful of his current relationship. If it's over, he can attend to that and come back when he's free.
