My guess is this attractive female is extremely shy, even too shy to grin at you. She probable thinks which you're attractive and needs to get to understand you! in spite of the incontrovertible fact that, she may be worried which you will no longer smile back. keeping a gentle face, without expression is "safer" for her. My suggestion is to prevail in out to her with the help of smiling and perchance wonderful her with a cool greeting or a wink. You might be a freak. I get that all the time here in California, but I did have a girl smile at me when she caught me looking at her chest. I couldn't smile back though, so maybe this girl is checking you out and then doesn't know how to react when you look back at her.

1)She is shy but afraid to say she likes you. 2)Or she has no interest in you just has a staring problem. But I think it's #1 mostly.

depending, was she glaring or staring? if she was staring then she was probalbly checking you out and unless you made eye contact, then she probably thought that you had not noticed yet.
