Find a local adoption agency. We used "Adoptions from the Heart". The fees may seem high but it is worth every penny of it when you look into your child's eyes!
We started to try a private adoption but ran into some trouble with things. We were able to contract the agency to do an "identified" adoption for us with the family so it didn't cost as much money as it would have if we were starting from scratch.
There is also the tax credit that helps to defray the expenses. But again, I truly believe it was worth every penny we paid to have our son! :)
Good luck to you.

my husband was done through a private adoption. Because the father wanted to get rid of him, there was no need for an attorney. Unfortunately, my husband has to go see his former family every year because they are friends with his adoptive mother. That might be a condition of getting a 'cheap' kid. You can also try children w/ disabilities. I knew a guy who adopted a 3yr old with autism and he said that the process was actually easier. You really have to want to have a child though, b/c it is A LOT of work that way. Also, adopting outside the country can be MORE expensive b/c a lot of countries have rules that you have to visit the country at least twice before you can get a child from them or you have to live in the country for a year or more.

Contact the Department of Children Services and let them know that you are interested in Foster Care. This is a hard process because if the child has been removed from the parents there is the possibility that during the court process the child can return to the parent even though you have been taking care of the child during the court process. My mother took care of only foster babies when I was about 8 years old. We never kept an infant for more that a month or two and the child usually did not have a name. The last child my mother fostered was with us for about 14 months and my mother tried to keep her. We names her Stephanie and I remember her face to this day and think about her at least one a week. One day I came home from school and she was no longer there. Now I have a niece name Stephanie only because my sister beat me to it.
I would still encourage you to try foster parenting with intent to adopt and no only will this cost you nothing, You usually get paid for your services

Arrange a private adoption with an attorney. Perhaps you know someone who wants to put a child up for adoption. Perhaps you could be a foster parent and then adopt.

lawyers are expensive, in this country you usually cant get an infant unless its colored or has health problems so i think the only way is to go to the child welfare people and look through their children up for adoption. or just forget it.

I don't think there is such a thing all adoptions are expensive from what I've seen my friends go through.
